The Enactment of Title IX

At the time of the enactment of Title IX, Congress delegated the authority of implementing the law to the Secretary of Health, Education and Welfare (HEW).

Confusion abounded as to the coverage of the Act and the appropriate interpretation of the Regulations. As a result HEW, through its Office of Civil Rights, issued a Policy Interpretation in December of 1979.

Regulations were issued and became effective in 1975. Schools were legally required to be in compliance with the Act and Regulations by July of 1978.
